Virginia Senate power broker charged in alleged cannabis trafficking scheme

State Sen. L. Louise Lucas and associates face five federal counts tied to an alleged cannabis business and nearly $5 million in purportedly illicit gains. The indictment comes months after Lucas helped lead a Democratic redistricting effort that Virginia’s Supreme Court later struck down.

Virginia Senate power broker charged in alleged cannabis trafficking scheme
Virginia state Sen. L. Louise Lucas, a senior Democrat who chairs the Senate Appropriations Committee, was indicted by the U.S. Department of Justice on five counts involving alleged drug trafficking and money laundering, according to charges unsealed Thursday, Oct. 22, 2026. Family members and other associates were also indicted in connection with a cannabis business Lucas helped start. The indictment alleges that Lucas and others used proceeds from illicit cannabis sales to expand the business, directed marijuana licenses to partners and leveraged her political influence to benefit people in her network. FBI Director Kash Patel said at a news conference in Norfolk that Lucas had “accumulated nearly $5 million in ill-gotten gains.” The charges are allegations, and Lucas has not been convicted. The case puts a spotlight on a powerful state lawmaker whose public role includes oversight of Virginia’s spending. Lucas also helped drive Democrats’ push to redraw the state’s congressional districts ahead of the November midterms. Voters approved the revised map in an April referendum, but Virginia’s Supreme Court overturned it in May, ruling that Democrats violated state procedures while moving the measure to the ballot. The federal indictment adds a criminal case to an already contentious political record. Its allegations now place Lucas’s business dealings and the use of political influence under scrutiny as the prosecution proceeds.
